The Hidden ADAS Story Inside the Motor Vehicle Modernization Act

When the Motor Vehicle Modernization Act started making headlines, most of the attention went to Right to Repair.

That's understandable. Access to service information, OEM software, diagnostic data, and repair procedures remain major issues for independent repair businesses.

But buried inside the legislation is another story that may tell us more about where the industry is headed.

The bill includes the ADAS Functionality and Integrity Act, which would require NHTSA to study how common vehicle modifications affect Advanced Driver Assistance Systems and whether guidance should be developed around those modifications. At first glance, that sounds like another government study.

What makes it interesting is that the aftermarket has already been dealing with these questions for years.

The Aftermarket Got Here First

Long before lawmakers started discussing modified ADAS-equipped vehicles, shops were already working through the challenges.

Lifted trucks. Oversized tires. Windshield replacements. Suspension modifications. Collision repairs.

None of those jobs are new. What has changed is the technology attached to them.

As ADAS systems became more common, the industry was forced to learn how vehicle modifications and repairs could influence cameras, radar sensors, and calibration requirements. In many ways, the aftermarket has been building the playbook as it goes.

OEMs, trainers, equipment manufacturers, and technicians have spent years answering questions that still don't always have clear industry-wide answers.

Why It's Getting Attention Now

The reason is simple.

ADAS is no longer a premium vehicle feature.

Automatic emergency braking, lane keeping systems, adaptive cruise control, and blind spot monitoring are now common across the vehicle fleet. As those vehicles age, they're increasingly being serviced outside dealership networks.

That means more shops are encountering repairs and modifications that can affect safety systems, and more businesses are being asked to make decisions around calibration and system performance.

What was once a specialty discussion is quickly becoming an everyday one.

What The Study Could Lead To

The legislation doesn't create immediate requirements.

Instead, it directs NHTSA to spend the next 18 months studying the ten most common vehicle modifications and asks whether guidance should exist.

Areas that could eventually receive more attention include:

  • Ride height changes
  • Wheel and tire modifications
  • Vehicle geometry changes
  • Sensor placement
  • Calibration procedures following modifications

If NHTSA determines guidelines are feasible, it then has up to two additional years to issue them, covering things like defined modification ranges and tolerances, and ADAS test procedures shops could use to validate calibration work.

Whether those discussions eventually lead to recommendations or industry standards remains to be seen.

The important part is that they're happening at all.

The Bigger Picture

The most interesting part of this legislation isn't what it changes today.

It's what it recognizes.

For years, conversations about modifications and ADAS have largely happened between repairers, OEMs, trainers, and equipment manufacturers. The inclusion of this issue in federal legislation suggests it has grown into a broader vehicle safety discussion.

That's a strong signal for where the industry is heading.

ADAS is no longer a niche technology.

Calibration is no longer a niche service.

And understanding how repairs and modifications affect those systems is becoming part of everyday repair work.

The hidden ADAS story inside the Motor Vehicle Modernization Act isn't that lawmakers are creating a new issue.

It's that they're finally paying attention to one the aftermarket has been working through for years.

Whatever guidance eventually comes out of this study, the calibration fundamentals aren't changing: modified vehicles still need to be checked, and ADAS systems still need to be recalibrated correctly.
